It has come to our attention that people have some confusion around chat channels and the use in the game.
Let us be clear:
IN CHARACTER Say: For all IC talk. Whisper: For IC talk but quieter
OUT OF CHARACTER Party: Only to tell people you are: //AFK //BRB //G2G etc. OOC ONLY. This channel cuts out all other people around you. There is no real life equivalent. It does not work for In Character communication so you will not use it that way.
Tells: ONLY ever for OOC info or by DM's / PC Storyliners to communicate the result of dicerolls or plot devices that are NOT in character. There is no real life equivalent of this communication method other than telepathy. Which doesn't happen here.
If people are found abusing the system and using OOC communication methods to circumvent roleplay consequences and conversations - they will be subject to the Mystara Alternate disciplinary process.

Question about tells: Mink often sneaks and people have noway of seeing anything I type in the Tell or Whisper channels unless they see him. I have used the Tell channel as a means to IC do things. e.g. *you feel a tug at your cloak and hear a whisper* "You orrigh' Miss?" Is this acceptable? In that particular situation Mink did not want to be seen by a BE character standing not far away.
This is a difficult one to judge on in a 'be-all-and-end-all' way.
The issue is that if you were to, for example, tug on someone's cloak and whisper to them, although your actions might not be noticeable to anyone else around, if that person reacts to it and/or whispers back, that would likely alert someone.
So although your direct actions are technically okay, if that player was to reply to you in /tell, that would be problematic.
In short, I'm not entirely sure. Sorry. I'll bring this up with the rest of the team and hopefully we can come back to you with an answer shortly.

All responses were done through the talk and whisper channel by the other player and I have always asked for that to be done. I just see no way of communicating due to the flaw of sneaking mutes all but the voice sets for communication until I am seen. I look forward to a team answer and will abide by that.
After several discussions with the team, what we have for you is this:
All speech is disabled during hide, because otherwise you would not be hidden
Tells are considered an ooc conversation or for use to further a storyline - not for a conversation
If you want to whisper, you use whispers
In order to do this you will need to come out of hide
They are not to be used to avoid someone else seeing your speech
TLDR: If you want to communicate with someone, you need to come out of hide
You can still whisper to them to stop the other person from a safe distance of the other person, then walk away.
Our ruling is that sending tells is abusing bioware mechanics to avoid the consequences of the intentions of your actions, which are to do something that you would need to come out of hide for.
