This is a spread from the Mirros Gazette. It features an etching of a spacious room with high ceilings adorned with ornate cornice moudling. The highlight of the room is a long table bearing an engraving of the Mirros skyline as seen from the deck of a ship about to enter harbor. Near the head of the table is a raised booth, similar to a judge's seat in a courthouse. Long rows of cushioned benches radiate out, rising in height as distance from the table increases. In a small balcony opposite the speaker's box, high up on the back wall, is a gilded throne. The caption reads: Artist's rendition of the newly constructed Lords' Hall, Mirros City, Palace District.

King Forms Council of Lords
Following his recent coronation, King Lucien Karameikos has today announced the formation of a Council of Lords, to meet in Lords' Hall, a freshly built meeting hall in the heart of Mirros' Palace District.
The announcement came as part of a short speech made by the King in the throne-room of the Royal Palace. In attendance were a number of key figures from around the Kingdom, including Lady Zofia Penhaligon, Pontif Bogdan Cadieux, Grand Magistar Galyna Kryvonis, and Field Marshall Felix Corvinus. The Gazette was issued with a copy of the Royal Scribe's transcription of the speech, which appears in full below.
Loyal Vassals, I have asked you to assemble on this day for two reasons.
First, to convey my heart-felt thanks to the fine work of the interim government. The assassination of my grandfather, may his rest be easy, threatened to send the Kingdom spiraling into chaos. Only the tireless work of the finest women and men these lands have to offer - many of them present here today - ensured that the Kingdom survived. Not only that, but, in many areas, thrived. The people of Karameikos owe you an immense debt of gratitude for your service, and it is on their behalf that I thank you.
Second, there remains, as always, more work to be done. The good state of the Kingdom today is proof that the members of the provisional government posses fine judgement and capable leadership. I am not a man to refuse good help. Therefore, I issue today this Royal Decree establishing the Karameikan Council of Lords.
[At this point, one of the King's aides produces a large sheaf of parchment - perhaps a hundred pages in total. The King signs the top sheet to the applause of the assembly. -Scribe]
Participation in the Council is not a requirement, but is a privilege offered to any landed noble of Karameikos, from a daughter who inherited the title of a Knight of the Realm in their line, to any Baron, Count, or Duke appointed by Crown authority. This privilege is also extended to Generals and Field Marshalls of the King's Armed Forces. The terms of this decree grant the Council of Lords the power to forge agreements in matters of trade, governance, and justice which will be binding under law unless vetoed by Crown authority. The Council is also invited to advise and petition the Crown collectively in all matters.
I believe, as my grandfather did, that a nation is best guided by the will of a ruler who is not afraid to make difficult decisions, or to accept responsibility for the hopes and dreams of an entire people. I will do my best to lead as he did. My father, on the other hand, is a man of the sea. He would remind me that the even the strongest rudder hand is useless without a good navigator or a sturdy crew. I will steer. I rely on you to rig the sails, and to watch the stars. We are strongest together.

The text of the Royal Decree Establishing the Karameikan Council of Lords has not yet been made available to the public, but a statement was made to the Gazette indicating that the lengthy document contains the specific details of the scope and limitations of the Council's power. The first meeting of the Council will take place in one month.
